I recently came across a broker called MIG (http://www.migfx.ch/). They are based on Switzerland and look quite decent - except that they actually need you to sign a request (http://www.migfx.ch/fileadmin/download/documents/en/mig_form_expertadvisorrequest_en.pdf) to use EA in their account. Here's an excerpt from the form:

Important:
M I G Investments SA may, at its sole discretion, de-activate the Expert Advisor feature if a Client is deemed to be using the feature for abusive purposes*. M I G Investments SA also reserves the right to decline future requests for re-activation from the Client.

* A typical abuse scenario includes, but is not limited to, the Expert Advisor being specifically programmed to be triggered by wrong quotes, in which case the clients expects the issuing of re-quotes.

What they are intending to do, in my opinion, is quite clear!

What they are intending to do, in my opinion, is quite clear!
They have an ea request form in among the forms. You email that in and they grant permissing in a day or so.

My point is, "specifically programmed to be triggered by wrong quotes" is their term for scalping...
