Well you can minimize the risk by signing up with a reputable broker in a well regulated jurisdiction. But then again what if the broker's servers get hacked (or wherever they keep scanned copies of proof of ID) and someone steals the info? It's really hard to prevent with 100% certainty this kind of thing from happening.
